The first attempts to organize a credit cooperative in Latvia are dated by 1840-ties. In State Historical Archive of Latvia, there are available materials about the credit cooperative, which was operating in town of Liepaja during the time of 1846-1940. Popularity of credit cooperatives was caused by possibility of redemption of houses. In the end of 1913, there were 236 credit unions in Latvia, which united 112 thousand members. In 1919, Latvian People Council has issued a legal act on operation of credit unions and their uniting organizations, which did not require any special license for operation of credit cooperatives, and it was enough just to register credit union by-laws at the local court. Up to the year 1914 members savings were the main source for provision of loans. Since 1920 they could cover only a small part of issued loans, so credit cooperatives had to use loans provided by the Bank of Latvia. If before 1914 Latvian credit cooperatives were more as accumulators of people savings, after 1920 they became providers of loans for their members. Amount of the issued loan was linked to the amount of members shares. In 1922 credit cooperatives organized a joint-stock company People Bank of Latvia, which provided services to different kinds of cooperatives and self-governments. There was a special department, which supervised credit cooperatives and issued a periodical bulletin on their operation. After 1920 People Bank provided support to credit unions, which had some liquidity problems. Development of People Bank was encumbered by close cooperation of some cooperatives with Bank of Latvia and Land Bank, which provided services to cooperatives, too. In 1924 credit cooperatives organized Latvian Association of Credit Cooperatives, which mostly united urban cooperatives. The same year, Cabinet of Ministers issued amendments to the Credit Cooperative legal act and supervision of credit cooperatives was delegated to Ministry of Finance. The special Council under the Ministry of Justice supervised audit inspections of credit cooperatives. Credit unions the most successful time starts in 1930, when total amount of issued loans has reached 94,2 million LVL, savings and deposits - 39,8 million LVL. Year 1932 is marked by the highest number of operating credit unions - 632 credit unions with 209 thousand members. After political and legislative changes in 1940, all the deposits in credit cooperatives bigger than 1000 LVL had to be nationalized. After liquidation of credit cooperatives, their balance values have been transferred to the new Communal Bank in Riga. Year 1995 became the renaissance of credit union network in Latvia. Railroad CU, which decided to renovate traditions of the previous (1921-1940) Railroad Employees Society Savings and Loans Kassa, started its operation. In 1997, Association of Cooperative Credit Unions of Latvia was founded. Today it unites all operating credit unions of Latvia. Latvian credit cooperatives operate also abroad. The first of them was organized in Toronto (Canada) on May 5, 1959. Today there are 14 Latvian credit unions outside Latvia, 12 of which operate in USA, 1 in Australia and 1 in Canada. Association of Latvian Credit Unions (LKA) unites all the Latvian credit unions that are operating outside Latvia. Latvian credit cooperatives abroad support cultural, educational and charity activities of local Latvians. Since renaissance of credit union network in Latvia, LKA and LKKSS have close cooperation in popularization of credit union idea and strengthening of credit union network in Latvia
